Citizenship by Investment Dominica

Established in 1993, the Dominica Economic Citizenship Program grants individuals and families worldwide an irrevocable second citizenship and passport in just four to six months, sans the need to visit the country. With its stellar international reputation, the Commonwealth of Dominica passport allows visa-free access to over 143 countries, including the European Union, Switzerland, UK, and Singapore.

The program, firmly entrenched in law, imposes no restrictions on dual nationality, making the acquisition of second citizenship confidential. Remarkably, it entails no physical residency, language, age, business, or educational prerequisites, and no mandatory interviews. Dominica, known for its parliamentary democracy, high standard of living, tax-free status for non-residents, and minimal crime rate, is renowned for its natural splendor, boasting lush green mountains, pristine rivers, waterfalls, and breathtaking beaches.

Moreover, the Commonwealth of Dominica offers one of the world’s most affordable citizenship by investment programs, with reputable passports starting at just $100,000 USD.

Qualification for the Dominica Citizenship Program

In accordance with Section 101 of the Dominica Constitution and Section 8, along with Amendment 20(1) of the Citizenship Act, the investor program is formally established in law. It legally bestows instant citizenship upon eligible individuals through the issuance of a Certificate of Naturalization. Overseeing these legal provisions is the Dominica Citizenship by Investment Unit (CBIU), a recently established governmental body under the Ministry of Finance. The CBIU diligently enforces all regulations associated with the passport program, ensuring that only deserving applicants are granted citizenship.

To qualify, the primary applicant must be at least 18 years old and must satisfy all Dominica immigration requirements as delineated below.

Clean Background Check

The Dominica Economic Citizenship Program maintains high integrity standards by assessing applicants’ character and reputation rigorously. Through collaboration with a top private investigative agency, the Government of Dominica conducts thorough due diligence on all applicants aged 18 and above. This stringent process underscores Dominica’s dedication to safeguarding the integrity of its citizenship investment program, ensuring that only individuals with clean criminal records and legally acquired funds qualify for citizenship.

Good Health

Prospective citizens must undergo a thorough health assessment to demonstrate robust physical well-being and provide conclusive evidence of being free from any communicable diseases. This stringent requirement ensures that individuals seeking Dominican nationality contribute to a healthy and thriving society, safeguarding the welfare of current citizens and future generations alike.

Dominican Citizenship by Investment

To be eligible for Dominican citizenship by investment, a candidate must either make a significant economic contribution to a government fund or purchase approved real estate on the island.

Economic Diversification Fund (EDF)

  • Non-refundable contributions are made to the EDF, financing public and private projects in Dominica.
  • Contribution amounts vary based on family size and range from USD $100,000 for single applicants to USD $175,000 for families.
  • Contributions are made after receiving an Approval in Principle letter from the CBIU, deposited into a designated government escrow account.
  • If approved, the funds are withdrawn upon the issuance of the Certificate of Naturalization and passports.

Real Estate Investment

  • Applicants purchase approved real estate in Dominica for at least USD $200,000 and maintain ownership for a minimum of three years.
  • Government application fees depend on family size and range from USD $25,000 for the main applicant to USD $70,000 for families of seven or more.
  • Approved real estate projects offer fractional ownership options tailored for citizenship candidates.
  • Upon approval, investors pay the remaining balance and receive an Ownership Certificate, demonstrating compliance with investment criteria.

Application Process

The process to obtain Dominica citizenship through investment begins with a foreign national signing a retainer agreement with an authorized representative, establishing a confidential client-professional relationship. At this stage, professional service fees for the agent and government charges for due diligence, registration, and application are due. These fees vary based on the application’s complexity, with family applications typically incurring higher costs. Additional government application fees are applicable for those opting for real estate investment. Registration fees include a standard government processing fee, a naturalization fee, passport fee, and sometimes a stamp fee, with an option for expedited passport issuance at an additional cost.

To ensure the integrity of the program, due diligence fees cover thorough background checks by an independent regulatory firm on all applicants. Any involvement in criminal activities or conduct detrimental to the country’s reputation will result in denial. The fees vary based on the applicant and their dependents’ ages.

Upon submission of the citizenship by investment application, the government takes approximately 60 to 90 days to complete processing and due diligence procedures. No interview is required, and communication with the government is managed by the licensed broker. After clearance, the client receives a CBIU Letter of Approval in Principle and must fulfill the prescribed investment, either through real estate purchase or financial donation.

Upon verification of the investment, the client submits a signed and notarized Oath of Allegiance to the Ministry of Foreign Affairs, Immigration, and Labour. Following approval by the Prime Minister, the client receives a Certificate of Naturalization and a Dominica passport within seven days, completing the process.
